Biography
Born in Lugano in Switzerland 25 April 1943, he completed his legal studies at the
Universities of Berne e Fribourg, qualifying as a lawyer and notary in 1968. From 1969 to
1985 he was public prosecutor in Lugano, holding inquiries and prosecuting numerous cases
of international economic crime. He currently practises as a lawyer. He has taught
economic criminal law at San Gallo University since 1984, at Zurich University since 1986,
and the Centro di Studi Bancari of Lugano since 1990.
Visiting professor of international fiscal law at Genoa University(1987-1989) and the
Bocconi University of Milan (1996), he has been a expert attached to the commission of the
United Nations Vienna Committee for crime prevention and to the Council of Europe in
Strasbourg and has held courses at the magistrates school in France and Italy. He has
participated in numerous international conferences. |

He has been an expert advisor to Swiss Ministries on a number of legislative
proposals: the revision of the Swiss penal code on the laundering and recycling of
criminal proceeds, a new law on the stock exchange and the financial markets, new
arrangements for inter-cantonal legal aid, the directive on money-laundering for the
Federal Supervisory Commission on banks, revision of the federal law on international aid
in penal matters. He has published several books and articles on legislative matters, and
is a member of the editorial board of "Révue pénale suisse" (Bern) and
"Rivista trimestrale di diritto penale dell'economia" (Padua). |
